This approach is understandable within the framework of the general strategy of the Democratic Party for the well-known cooperation with the PRC against Russia as "enemy No. 1", in contrast to the strategy of the Republicans for rapprochement with Russia to turn it into a battering ram against "enemy No. 1" in the person of China.
